Senator Isah Hamman Misau on Wednesday appeared before the
Senate adhoc committee charged with investigating the allegations he levelled
against the IG, and alleged that the Inspector General of Police (IG), Mr.
Ibrahim Idris, gave two Sport Utility Vehicles (SUVs) to the wife of the
president, Mrs. Aisha Buhari, for her personal use.
Misau also alleged that the retirement date of the IG was
doctored on the staff list of senior police officers to January 15, 2019 from
January 3 of the same year.
Speaking on the cars allegedly given to the first lady,
Misau said Mrs. Buhari had made the request through her Aide de Camp for a
Toyota Sienna and Hiace Bus.
“The IG gave the wife of the president two Jeeps, and this
came through a letter from the ADC of the first lady who requested on her
behalf that she needed a Sienna and Hiace for personal use, but she was given
the two jeeps for her private use,” he told the eight man committee.
Misau summarised his allegations to include diversion of
funds, use of police funds for personal use, poor attention to personnel
welfare, sexual relationship with women police, and nepotism.
He accused the IG of undermining legitimate police
departments by creating special units who ‘curiously’ report directly to him.
He listed the units to include the IG Response Team, IGP
Monitoring Unit and Special Investigation Unit.
Other allegations he leveled against Idris include pocketing
monies gotten from deployment of between 50,000 and 100,000 policemen to
private firms and citizens for protection, running a bribery for postings and
special deployments scheme, and favoritism in promotion and appointment of
police commissioners.
“It is alleged that a woman Assistant Commissioner of Police
who is in charge of posting and transfer at the Force Headquarters, Abuja and
is known to be close to the IG, collects money for general postings and
transfers, and this is verifiable through the ACP’s account details and those
of her immediate subordinate officers and men as the money collected are
usually through bank transfers.
“The IG is also in the habit of regularly withdrawing cases
from the DIG Investigations/Intelligence and reassigned to junior officers
loyal to him, thereby effectively undermining the Deputy Inspector General;”
“The IG is known to have recruited retired Assistant
Inspector General of Police and other civilian personnel without recourse to the
Police Service Commission or the Public Service Rule. Aside from the financial
implication of such recruitments on public fund, these unlawfully recruited
personnel in most cases take over the job schedule of serving senior officers,”
Misau told the committee.
“I still have some contract papers that the IG himself
submitted to the court (Misau Vs FG) where the first lady through her
aide-de-camp requested a Toyota Hiace and a Sienna. The same day that the ADC
wrote, the IG minuted that she should be given two jeeps. And it is not part of
the appropriation. If you look at the appropriation, there is nowhere they said
the first lLady should be given two jeeps,”
“The letter came from the ADC to the wife of the President.
The most unfortunate thing is that even in the letter, the ADC wrote that they
wanted the vehicles for her private engagements; they wrote that they wanted
Sienna and Hiace and the IG said they should be given two jeeps. And he (IG)
supplied the document to the court.”
Idris is expected to appear before the committee next week.
It is however unclear if he would honor the invitation extended to him, as he
has gone to court to stop the committee from mandating his appearance.
